Are there literally 115 numbered charges?

Not in the way that phrase suggests. The Premier League's 2023 referral published groups of alleged breaches and season-specific rules. The independent Commission's 2026 Core Decision later organised the case into four broad Charges, some divided into sub-charges.

FootballCharges.com therefore uses “115 charges” for the public/search label while preserving the official referral and Commission structures separately.

What did the Commission decide?

The published Core Decision records every Commission Charge as proven except Charge 4(B), with Charge 4(A) proven in the majority of respects alleged. The sanction stage remains separate.
